What is the purpose of the components of this fat reducing gel?

Why are these ingredients used, or what properties make them useful for fat reduction in a gel?
-Butylated hydroxytoluene (BHT): I know it is an antioxidant and a lipophilic but why is it in the gel?
-Potassium iodide?
-horse tail extract?
