How do I get traffic to a blog on blogger?
I need people to find my blog via keywords but I can’t find the Webmaster tool on blogger to do this. Or the Sitemap tab that supposedly exists. And how to do feeds. And I don’t understand how I sign up my blog with search engines. Can someone explain this to a beginner as myself? I’m entering a blog contest partly judged on comments left on the page, so getting the traffic there is important.

There are 3 methods:
It will also give you a link and increase the weight of your page.
1) You have to submit your articles to a social networks. Use this free tool to do that: http://www.socialmarker.com. Apart from live traffic, you’ll get links, and search engines will give more weight to your posts.
2) Comment on the popular blogs related to your niche: go to Google, enter your main keyword and then click on the "Blogs" link on the top left hand side. It will show you all blogs who wrote about that subject recently. Open them and see how many comments they’ve got in average. Post a nice reply there in order to get their visitors
3) Write a unique articles and post them on 3rd party sties, such as http://ezinearticles.com/ - it will also increase your blog’s weight and give you readers.
But there is a small problem: Google and other search engines don’t like 3rd party blog platforms such as Blogger, Livejournal and Wordpress.com. They don’t give weight to such blogs so you must be aware that you won’t have so many visitors as you would have on your own blog with your own domain name. Also there are not a lot of tools you can use and you won’t be able to fully monetise it.
Google, which owns your blog host, has a list of recommendations regarding promotion here: http://www.google.com/support/blogger/bin/answer.py?hl=en&answer=42377 . They also have Help pages that explains the Webmaster tools, Sitemap, and RSS - see http://www.google.com/support/blogger/?hl=en .
- You have to enable the Webmaster tools - see http://www.google.com/support/blogger/bin/answer.py?hl=en&answer=136903 .
- You would need to generate a site map via Google or elsewhere and add it to your blog. See http://www.google.com/support/blogger/bin/answer.py?hl=en&answer=41450 .
- See http://www.google.com/support/blogger/bin/answer.py?hl=en&answer=41450 regarding RSS feeds.
Major ways to promote your blog include RSS feeds, search engine optimization (SEO), social networks, partnerships and community building. Also, popularity is not just measured in total number of unique page hits. You should look for ways to retain readership, beyond a one-time visit, and without spamming sites. This will take time and extra effort. So, see these posts and tips for promotional ideas:

Click on your avatar on the far left corner of most Yahoo Answers pages OR click on the "My Profile" link on the far, upper right corner of the page. This takes you to your Y/A profile page. Click "Edit My Info" and put the link to it (include the http:// part with a space directly following the end of the URL).
