Why is it important for all Catholics to participate in the annual catholic appeal?

Catholic diocesan appeals are designed to build resources…schools, churches, hospitals etc. Catholics have a great history of Charitable works as well that require these funds. Good stewardship calls us to be unattached to "the treasures that moth and rust destroy".
Because the 10% Biblical tithe is not demanded, simply suggested by most Pastors, the sad reality is that many "practicing Catholics" donate less than 2.5%, the equivalent of less than 1 hrs wage for someone employed full time working 40hs a week. Often these same parishioners "miss out" on the diocese appeal.
This has not been submitted to condemn or judge, only to challenge all to a proper examination of conscience regarding the proper use of not just gift of the treasure we have, but also the time and talent.
