My brother always has skid marks(poop stains) in the bottom of his boxers and I don’t know how to get them out. How do you get them out.

You can try a stain treatment such as Spray & Wash or Zout is really good. Or you could make him wash his own laundry, he isnt wiping good enough.

First of all, he needs to learn to wipe his A**, or quit farting so much.
Bleach probably isn’t getting it all, you could get a product called "Iron Out" and follow the instructions for white laundry on the container. Don’t breathe the stuff. Its a good high power whitener for rust and skid mark stains in laundry and other stained surfaces. Follow the instructions.

Hand Wash them with Tabasco Sauce this my sound funny but it really works, it does on cloth diapers anyways then wash them like regular clothes
