What happens to enlisted soldiers and their civilian wives if a contract marriage is proven?

If an enlisted soldier is "married" to a civilian woman, and she decides it is not to her benefit to stay married and wants to report him with proof, what happens? Can both parties be brought up on charges or only the enlisted soldier? My sis is in this situation and is wondering what she can do. She has definite proof that it was a consensual contract marriage and has people to testify on her behalf. What will happen to her and to him if it is reported and proved?
