How exactly does it work when you buy something online?
Say you don’t receive you item? Then what? You can’t get your money back, can you?

Your PayPal account is (sort of) like a separate bank account. You upload money or pay for the purchase directly out of your credit card or checking account number, you send that money to the other person’s PayPal account, when it clears they withdraw it to their own bank account. The recipient only knows your email address, they never see your card or bank account number.
PayPal does offer some buyer protection. eBay purchases are covered when an item is "significantly not as described" or "not received", other purchases when they’re "not received". However, they put up several hoops to jump through first.
It is very easy and safe, you can use your credit card
It is very safe to use PayPal
And, YES, if you do not receive your item or something is wrong, you can open a dispute with PayPal, and 9 times out of 10 you will get your money back after they investigate your claim.
