How can you determine if you owe the IRS money?

I am an expatriate living abroad and i may or may not owe the irs money, how can i determine this, and if i do how can i make payment from abroad?
I did not file last year, and where i am now do not have the paper work to file, how can i request it, and where from?

you apparently don’t know when you filed taxes or you would know if you owed or not
you might get transcripts of your tax returns for the past few years and find out what taxes you have not filed and what you need to file
hopefully completing and filing those delinquent returns will give you some clue to your liability
Dear J: Prepare a return for the years in question to determine if you owe taxes or have a refund coming back to you.
If you owe the IRS you can pay by check or credit card or by direct debit from a savings or checking account.

1. Fill out a U.S. tax return. At the end of the form, it tells you whether you owe.
2. You can pay by (a) sending a money order or check, drawn on a U.S. bank account, and payable in U.S. funds, (b) filing electronically and having the money automatically debit from a U.S. bank account (if you still have one), or (c) using official payments corp or a similar entity to charge the tax (and a convenience fee) on your credit card.
