What could cause a neutered dog to get erections, develop what look like testicles, and ejaculate?

I adopted a rescue dog who is neutered, he has what I assume is empty sac where testes should be. He is almost2 and recently has started to get erections and when he does he gets large, hard, balls at the base of his penis. He will then proceed to lick himself until ejaculation(white, goopy fluid?).Any ideas?

One of the great myths of neutering is that the dog will lose the ability to achieve and maintain an erection.
The fluid you are seeing is prostatic fluid… which is a component of any normal ejaculation.
The hard "balls" are the bulbous glandis which is what facilitates the tie with a female during intercourse.
MANY neutered dogs still will attempt to breed and will even ejaculate although they cannot reproduce.
